Joe is the founder, President and CEO of Wellington Strategies.

Prior to creating Wellington Strategies, Joe founded and was President & CEO of GSP Consulting, a government affairs and consulting firm assisting companies and organizations of all shapes and sizes with public fund raising, public policy and government contracting needs. In 2012, Joe merged GSP into an international law firm to create a wholly owned subsidiary offering similar services to its clients around the country. Prior to establishing GSP, Joe was the Deputy State Director for US Senator Rick Santorum, acting as the Senator’s primary point of contact in PA for community & economic development groups, municipal & state leaders, and trade associations.

Joe is the author of the Robin Hood of D.C., a how-to guide for small-to-medium sized businesses to navigate the government marketplace in Washington and state capitols.

Jamie oversees the Washington D.C. office, focusing on projects at the federal level. Specifically, Jamie manages research/policy consulting projects, strategic development of government outreach efforts at the federal level, and strategic program development for clients seeking public subsidy funding opportunities. Prior to joining Wellington, Jamie worked in the Legal department of American Eagle Outfitters, focusing on corporate governance and securities. She has also worked as an on-air general assignment reporter and campaign assistant for Arnold Schwarzenegger’s gubernatorial reelection campaign.

Jamie is currently working towards her Master’s degree in Strategic Public Relations from George Washington University and holds a Bachelor’s of Arts Degree in Political Science from San Diego State University.

Dominic joined Wellington in December of 2018 after serving as an assistant campaign manager for a Western Pennsylvania congressional campaign. In his position at Wellington, Dominic assists senior staff with grant writing, research and government outreach for clients.

Dominic is a 2014 graduate of North Allegheny Senior High School and a 2017 graduate of the University of North Carolina at Chapel Hill. At UNC, he received a B.A. in Political Science and History and a Business Certificate from the Kenan-Flagler Business School.

+ ABOUT Anne

Anne Dudro brings almost two decades of federal policy experience to the Wellington Strategies team. Anne’s career has been focused on expanding and advancing strong policies and innovative solutions to complex problems.

Prior to joining Wellington, Anne was a Senior Associate at HCM Strategists, where she oversaw multiple client portfolios, acting as main point of contact for the philanthropic branches of Fortune 500 companies and multi-million dollar portfolios focused on educational and health care issues in the United States. She provided strategic advice on policy development and advocacy tactics, formulated communications plans, and managed statewide coalitions to build a diverse and effective set of harmonized voices for policy changes.

Anne served as Chief of Staff for the Office of Elementary and Secondary Education, at the U.S. Department of Education, from 2006-2008. In that role, she successfully managed an office of 42 federal grant programs, legislative and regulatory affairs, more than 200 employees, and an annual budget of $26 billion. Prior to that, she served as a Senior Advisor in the Office of Postsecondary Education, at the Department, where she provided strategic policy guidance in the areas of college aid, international education, and teacher training.

Before joining the Department, Anne served in two staff positions at the White House from February 2002 to February 2005. Working directly for the Deputy Chief of Staff for Policy, Anne assisted in the coordination and management of four policy councils, and the presidential policy development process. Previously, Anne served in the Office of Speechwriting, where she worked with senior communications and policy advisors to ensure accurate reflection of Administration policies. Anne started her career at the political consulting firm American Continental Group.

A native of New York, Anne earned her bachelor’s degree in government from Saint Lawrence University. She and her husband, along with their three children reside in Franklin Park, where she leads two Girl Scout Troops and services as a Trustee on the Board of the North Allegheny Foundation.

Sam Miclot joined Wellington Strategies in 2017 after serving as Chief of Staff to a Member of the Pennsylvania House of Representatives. Sam most recently rejoined Wellington Strategies after serving as Campaign Manager for a Western Pennsylvania Congressional Election. Sam also has worked in the United States Senate and draws on his experience in working with communities and organizations at all levels of government.

Sam is a 2010 graduate of Pittsburgh Central Catholic High School and a 2014 graduate of Purdue University in West Lafayette, Indiana. Sam serves on as a member of the Pittsburgh Symphony’s Jack Heinz Society. Sam serves as a member of the Young Friends of the Zoo Steering Committee. As a resident of O’Hara Township, Sam also serves as the Vice-Chair of the O’Hara Township Republican Committee.

Linda, is a growth-minded business executive who has successfully managed operations for multi-billion dollar corporations to small startups. She has numerous awards including Top Ten Power People in Pittsburgh and Community and Government Leadership Awards. Specifically in her role at Wellington Strategies, Linda prepares federal, state, and local funding requests. Additionally, Linda assists with numerous foundation proposals and grants.

Linda joined Wellington Strategies in April 2018 as a part-time consultant. Linda has extensive experience with funding strategies, EITC, (Tax Credits) GEDF (Economic Development Fund), SAMS contracting through the Federal Government, grants and foundation support, corporate sponsorship, and private donors. In addition to government and foundation strategies, Linda has years of experience in social media, public relations and marketing for non-profits.

Linda received a Masters and Undergraduate from the University of Pittsburgh and Six Sigma training from Villanova. Outside of work, Linda manages her commercial and residential real estate holdings.

Jamie Glasser joined Wellington Strategies after more than 17 years as a staffer in the Pennsylvania Senate, where she most recently served as District Chief of Staff to the Democratic Leader. Jamie's experience in working with communities and organizations lends itself to relationship building at all levels of government.

Jamie is a licensed attorney, admitted to practice in the Commonwealth of Pennsylvania and the federal Western District of Pennsylvania. She is a 2006 graduate of the University of Pittsburgh School of Law, and a 2001 graduate of the University of Notre Dame, in Notre Dame, Indiana. A lifelong resident of Forest Hills Borough, Jamie serves as President of the Woodland Hills School Board. As a volunteer, Jamie serves as the stage manager for the Woodland Hills Department of Performing Arts, the attorney coach for the Woodland Hills Mock Trial team and a cantor at St. Maurice Parish. She is an active Rotarian with the Rotary Club of Forest Hills.

Dan joined Wellington Strategies in April of 2018 and draws on years of experience in Pennsylvania politics to assist clients navigate all levels of government. Dan had previously worked for the Pennsylvania Senate and House of Representatives, as well as serving as a Member of Pleasant Hills Borough Council, having held the positions of President and Vice President.

Dan Soltesz is a lifetime resident of Pleasant Hills, Pennsylvania. He is a graduate of Saint Vincent College in Latrobe, Pennsylvania where he received a Bachelor of Arts in Political Science and History. Dan is an alumnus of the Coro Center for Civic Leadership and the Local Government Academy. Dan serves his community as a volunteer firefighter, on the Young Professionals Outreach Board of Big Brothers Big Sisters of Greater Pittsburgh, as well as a Member of the Board of Directors of Get Involved!, Inc.

Allan is an executive manager with 20 years of thought leadership and government procurement expertise. He has a proven history of ethical conduct, corporate management, enterprise risk management, and leadership. He is skilled at strategic leadership, business development and communications with board of directors, C-suite, line managers, external professional service teams, and key stakeholders.

Allan's experience and successes have been shaped by his roles as a United States Marine, CEO for a federally funded non profit corporation, a management staff position at the Secretariat for the Tri-national council of Ministers that govern the North American Free Trade Agreement and his more than 15 years as a small business owner supporting federal government customers.

Allan has delivered services to domestic and international clients winning +$500 million in federal and commercial contract awards. He holds an M.A. in Public Administration from West Virginia University (WVU)

Luc draws upon his academic background and leadership experience in politics for clients at the local, state, and federal levels. Specifically in his role, Luc oversees research/policy consulting projects, strategic development of government outreach efforts at the state and federal level, and strategic program development for clients seeking public subsidy funding opportunities.

Prior to joining Wellington, Luc worked for three years as a Government Affairs Analyst for Duane Morris Government Strategies. Luc received a Masters in Political Science from the University of Western Ontario and an Honor's Arts Degree in Political Science from the University of Guelph.

+ about ANDREW

In his position at Wellington, Andrew works to advance business ambitions of clients with governmental opportunities and funding at every level. Andrew specializes in research, grant writing/identification, and government outreach for clients. Andrew has been with Wellington since January 2017 when he began as an intern. He transitioned to a full time employee in May 2018 following his graduation from college.

Andrew received an Honor’s B.A. in both Political Science and Communication from the University of Pittsburgh. His concentration in Political Science was in International Relations with a focus on Transatlantic Policy and the eastward expansion of the European Union. His concentrations in Communication were in Ancient Greek Rhetoric and American Political Rhetoric.

+ about Jocelyn

Jocelyn Sheppard has over 20 years’ experience as a researcher and analyst, and has spent 13 years in the field of technology transfer and commercialization. At Red House Consulting, she provides commercialization feasibility studies; business plans and proposals; strategic and operational planning; and project and event planning for clients in the business, nonprofit, and government sectors.

Prior to founding Red House Consulting in 2001, Dr. Sheppard was a program manager at the National Technology Transfer Center, where she designed and managed commercialization feasibility studies for new technologies belonging to commercial, federal, and academic clients. The NASA Jet Propulsion Laboratory credited her reports with helping to secure the interest of potential investors and licensees in JPL technologies.

As a project manager, Dr. Sheppard has worked closely with scientists and engineers to produce reports, white papers, and memoranda for non-technical audiences. Her writing and editorial experience includes the preparation of documentation for NASA, U.S. Department of Defense, and other government, business, and academic organizations.
